This would be belied by the investigation which saw Aginter mercenaries end up in every corner of Africa, parts of Asia, and parts of Latin America as anti-communist militants. Responsible at least in part for the deaths of Mondlane, Lumumba, and Cabral, they were vicious colonialists
The men who lead these organizations have more than some small overlap, but first we have to understand the context of their founding. Three organizations all founded by ex-pats who are ostensibly on the run. Each of them has a litany of crimes to answer for in the annals of history, and it must be mentioned, that none of them was acting in secret about who or what they were. All of them are either members of or associated with directly the work of the World Anti-Communist League, intelligence, and all of them include at least one smuggler. A useful set of contacts for potential terrorists.
Aginter is the most prominent and least understood of them having wildly different descriptions from different authors. What is for certain about it is this, it was founded by former special forces agent named Yves Guerin-Serac. He would later leave the 11eChoc, French shock troops, where he was highly decorated, including two bronze stars from the United States from Korea.1 to found the OAS, a terrorist organization which found its activity in trying to maintain the colonial rule of france.
He had built his intelligence ties in Corsica, much like another of the intelligence agents mentioned last time, and ex-Kunming spook, Lucien Conein. While there he acted as the French liason to the CIA. During this time the 11eChoc was widely considered to simply be a bully stick for the SAC to utilize at their discretion. Ultimately he did five years in prison for an attempted assassination of De Gaulle. It will later become significant the Having fled France and being hired by Franco’s spanish government, Guerin-Serac decided that he had at least one more good terror run left in him, and he left for Portugal.
Once in Portugal, and with Aginter finally up and running a picture of his work begins to take shape. Not in a clear way, for several more years when the Italian Congress established it as being an extension of South African, Portugese, American, and Spanish intelligence. However even by its own estimation something clear is taking shape:
Our belief is that the first phase of political activity ought to be to create the conditions favouring the installation of chaos in all of the regime's structures. .. In our view the first move we should make is to destroy the structure of the democratic state under the cover of Communist and pro-Chinese activities. .. Moreover, we have people who have infiltrated these groups and obviously we will have to tailor our actions to the ethos of the milieu — propaganda and action of a sort which will seem to have emanated from our Communist adversaries. .. will create a feeling of hostility towards those who threaten the peace of each and every nation.2
The reality of this supposed news organization was quite difference from its forward face, as Guerin-Serac would say, “I am only an anti-communist journalist,” in an interview. This would be belied by the investigation which saw Aginter mercenaries end up in every corner of Africa, parts of Asia, and parts of Latin America as anti-communist militants. Responsible at least in part for the deaths of Mondlane, Lumumba, and Cabral, they were vicious colonialists. 3
Alongside these efforts he was, like his business partner delle Chiaie, another black shirt terrorist from Italy, deeply involved in developing post-war fascist connections. He would in time reach out to Skorzeny, Jay Salby (Sablonsky) of the CIA, Alain Gauthier, Suzanne Labin, and American military attaches in Nicaragua and Guatemala.4 Aginter’s training manual offered 4 headings, Action, Propaganda, Intelligence, and Security. It also includes:
"Subversion applies appropriate methods to minds and wills in order to induce them to act regardless of all logic and against all norms and laws, and thus conditions individuals and enables one to do with them as one wishes. Terrorism: terrorism breaks down resistance, obtains its submission and provokes a breach between the populace and the authorities. Selective terrorism: breaking down the political and administrative machinery by eliminating its cadres. Blind terrorism: smashing the people's trust by disorganising the masses, the better to manipulate them."5
In this capacity Aginter Press was Also the organization called Order and Tradition, a kind of clearing house for fascists to operate under. The active and operational wing of this was The OACI, Armed Organization Against the Communist International. These together provided a framework to operate out of for fascist terror organizations, delle Chiaie’s black orchestera. Together they served four purposes.
A plausible deniability front for American, Greek, South African, French, Portugese, and Spanish intelligence.
A mercenary recruitment and training center.
A center for right-wing political indoctrination operations in sub-Saharan Africa, South America and Europe.
An international fascist army through the OACI.6
This served perfectly to meet Dulles and Angleton’s post-war goals for Europe and the training manual reads like it came directly from the strategies used for operation GLADIO. They specialized in infiltration, subversion, destruction, and trained mercenaries for counterinsurgencies. Almost 60% of their soldiers came from the OAS with the rest of them coming primarily from former SS and Italian fascist groups. The methods and tactics of the fascist fronts were learned in the Algerian Dirty War, and then brought home, a trend that would be adopted by the imperialists all over the world; attack the colonies abroad, then use those methods to maintain order at home.
Paladin Group & Merex
This wouldn't matter because he was given a Nansen Passport by Spain and declared denazified in absentia by Germany. Continuing his earlier behavior he would expand his network of well-connected expatriates by serving as an advisor to Juan Peron and head of security for Eva.
In Spain during this Otto Skorzeny, former SS and WACL member, opens two companies simultaneously alost, one run with fellow former SS man, Gerhard Mertens. The two had become well-connected in the post war fascist scene, part of a group that would try to infiltrate the German government post-war that would include many of Goebbels’ former lieutenants, like Skorzeny. This group would go on to have an outsized influence on international affairs.
Born out of ties deepened under the Gehlen Organization, who will be covered more fully during the second part of this section, these communication networks would become essential. With expatriate connections in Latin America like Mengele and Barbie, and the swaths of German expatriates hiding in Spain, Greece, and South Africa they had a real opportunity. Skorzeny himself would recruit a staff during his time in Egypt that would include Gleim, the Gestapo head of Jewish Affairs in Poland, and wermacht general Farmbacher.7
While in Egypt he would develop ties to Mossad. First asked to gather information on Egyptian rocket programs. All of this was confirmed by both Simon Wisenthal and, in the case of many other former nazis recruited to gather intelligence in thee middle east, the former head of Mossad.8 Wisenthal, to his credit did not give the response that Skorzeny so desperately wanted, to be removed from the list of Nazi war criminals.9

This wouldn't matter because he was given a Nansen Passport by Spain and declared denazified in absentia by Germany. Continuing his earlier behavior he would expand his network of well-connected expatriates by serving as an advisor to Juan Peron and head of security for Eva.10 This turn would allow him to guarantee positions and safety for other fascists in exile by guaranteeing them passage to Argentina. During this time Aginter press provided Lopez-Rega, the leader of the right wing Peronists, with troops to carry out the Ezeiza Massacre
Paladin itself was made out of the former werewolf networks that were overseen by Skorzeny himself. Given funding, 100,000 former nazi troops, and weapons caches, he and Mertens may have supposed to themselves that they were making a fourth reich, but what they really did was make themselves fabulously wealthy. Making millions selling arms via their arms trading company Merex they would profit from almost every war they could find. Most notable was the India-Pakistan war which made Mertens personally millions.
They would sell outdated sabres to both governments, getting shipments of excess planes and weapons from the German and American Governments.11 Their ties with Aginter would also give them the benefit of having not just their own mercenary force, but a hidden right wing terror network capable of being used for more covert measures, ones where BND would like to be excluded. The BND run by Gehlen was, for their part in this, told to find a new arms distribution network. As per Jerry Meldon they never looked too hard and kept using Merex.12
The vision of Paladin meanwhile was to account for all of the parts of war that Merex did not. As per Skorzeny’s own words:
“international directorship of strategic assault personnel [that would] straddle the watershed between paramilitary operations carried out by troops in uniforms and the political warfare which is conducted by civilian agents.”13
The day to day operations were led by former SS leader Gerhard Harmut von Schubert. During this time they would work with the Greek Junta, fighting the Basque independence movement for the Spanish government. His ties within these governments and the legitimate cover of his businesses would form the basis of the post-war terror network utilized through ODESSA. With connections ranging from the Middle East and Asia, through Africa and Latin America, our next section will focus on the CIA’s and the European network’s spread via Skorzeny and Propaganda Due all threes ties to narcotics distribution.

I always wonder just how much of this history Pynchon knew about when he was writing Gravity's Rainbow. Either he was uniquely well-informed or had an infallible intuition.
